Hacker worked with a multi-disciplinary team for over three years on the Eugene City Hall Complex Master Plan. The scope of work included a detailed study of the needs of all departments; a comprehensive review of the conditions of the existing city hall, as well as other city-occupied and owned spaces; a thorough site analysis that established site evaluation criteria; a comparative cost analysis of three options (renovation, new construction, or a hybrid renovation/new); an intense public involvement process; conceptual design of the new city hall; eco-charrettes; and police patrol facility planning.

The final design concept drew from extensive community dialogue, creating a vision for a new city hall and police patrol facility that incorporates the design drivers of efficiency, sustainability, planning for the future, and a city hall that welcomes the entire community.
